EU Issues Draft Decision on Free ETS Emission Allowances2:17 PM MDT | May 9, 2011 | Ian Young The European Commission has adopted a draft decision on how free-of-charge emission allowances should be allocated from 2013 to industrial installations covered by the European Union's (EU) Emissions Trading System (ETS). Most ETS emission allowances will be bought at auction starting in 2013, but a proportion of free allowances will continue to be given to industry until 2020 to reduce costs for installations in sectors deemed to be exposed to significant competition from outside the EU. These include a number of chemical industry sectors. The commission's decision sets out the rules, including the benchmarks of greenhouse gas emissions performance, to be used by EU member states when calculating the number of allowances to be allocated for free annually in the exposed sectors....
