U.K. Unveils Future Emission-Trading Manifesto

The U.K. government, in conjunction with representatives from business and environmental groups, has published a manifesto that urges European industry and governments to work together to create a carbon emission trading program for the period after 2012. The manifesto calls for: all business activities to be exposed to the full cost of carbon; further harmonization of rules across the European Union (EU); and long-term clarity for businesses to judge the level of investment required.
