Industry shippers and carriers say they are in a holding pattern regarding the latest round of safety and security regulations until the U.S. Department of Transportation (DOT) and/or other government agencies issue implementation plans for the rules. Most of the plans are expected to be issued in the first half of next year, with comment periods to follow.
