Industry shippers and carriers say they are in a holding pattern regarding the latest round of safety and security regulations until the U.S. Department of Transportation (DOT) and/or other government agencies issue implementation plans for the rules. Most of the plans are expected to be issued in the first half of next year, with comment periods to follow. Some of the new regulations, including the recently passed homeland security law that includes recommendations made by the 9/11 Commission, address long-debated measures regarding hazardous material...
