China to Penalize Firms for Energy Inefficiency and Pollution

The Chinese government announced plans last week to establish an environmental accountability system, under which government officials will be assessed on the basis of their performance on environmental protection and energy efficiency. Environmental performance will be a determining factor in officials’ career paths under the system, the government says.
