The rule requires 27 states to reduce air emissions including sulfur dioxide and nitrous oxide and had been slated to take effect January 1. Chemical companies have long opposed certain more stringent emission requirements for coal-fired utilities, saying the resulting price volatility in the natural gas market would hurt...
