Senator Lautenberg introduces plant security bills requiring IST

Senator Frank Lautenberg (D., NJ) has introduced two bills that would require operators of the highest-risk chemical and water treatment facilities to create security plans that include requiring the consideration of Inherently Safer Technology (IST), a mandate that industry opposes.
