The proposals also include measures to promote the use of biofuels and mark a shift within the commission from talking tough on climate change to implementing firm policies for action. The proposed measures include a requirement that the EU chemical, fertilizer, and aluminum industries cut their emissions of carbon dioxide (CO2) and other GWGs...
