Analysis: Climate Bill Needed to Avoid Sweeping New GHG Regulations

The federal appeals court ruling upholding four EPA rules on greenhouse gas (GHG) emissions has opened the door wide for what industry and environmental groups have said would be the least effective way of regulating GHGs: using EPA’s existing Clean Air Act authority.
