Senators Propose Bipartisan Global Warming Bill

A bipartisan cap-and-trade bill to curb global warming has gained support from some industry and labor groups, but environmental groups have criticized several key aspects of the legislation. Senators Jeff Bingaman (D., NM) and Arlen Specter (R., PA) have introduced the measure, which would require regulated facilities to reduce greenhouse gas (GHG) emissions to 2006 levels by 2020, and to 1990 levels by 2030.
