Copenhagen: Two-Step Treaty in the Cards

Next month’s United Nations (UN) climate summit in Copenhagen may conclude in a political agreement between participating countries and not, as originally planned, a legally binding commitment to reduce greenhouse gas (GHG) emissions. A follow-up summit to make any political agreements in Copenhagen legally binding may now take place in Bonn, Germany in June 2010 or in Mexico City at an already scheduled UN climate meeting in December 2010.
