Concerns among chemical shippers regarding higher rail freight rates and surcharges, as well as service issues are ongoing. A 2006 General Accountability Office (GAO) report says that while the number of shippers serviced by only one railroad -- or “captive” shippers -- has dropped, the share of potential captive shippers paying the highest rates has increased.
