Rail Issues and Challenges


Concerns among chemical shippers regarding higher rail freight rates and surcharges, as well as service issues are ongoing. A 2006 General Accountability Office (GAO) report says that while the number of shippers serviced by only one railroad -- or “captive” shippers -- has dropped, the share of potential captive shippers paying the highest rates has increased. ACC says that about 63% of U.S. chemical plants are served by just one railroad. This session will examine:

  • What is the outlook for rail rates and surcharges this year?
  • What have the railroads done in the last year to improve service and what’s in store this year?
