Ministers from France, Germany and the U.K. have called on the European Union to raise its post-2013 emission reduction target to 30%, up from the current goal of 20% by 2020. The proposed change to the EU’s Emission Trading System (ETS) has prompted concern among chemical industry representatives who say an increased threshold could encourage companies to shift production to regions where regulations are less stringent.
