The US Federal Trade Commission’s final amendments to automotive fuel rating, certification, and labeling requirements for certain ethanol-gasoline blends have opened the door to greater blending of ethanol into gasoline. The amendments, announced on 14 January, will go into effect on 14 July. They require that fuel marketers rate and certify all ethanol blends with ethanol content ranging from more than 10% to 83%, on a single pump; and that retailers post labels with ethanol percentage disclosures and the statement, “Use only in Flex-Fuel Vehicles/May Harm Other Engines.”...

US prices for toluene and mixed xylenes (MX) could soften next year, in part because the new Renewable Fuels Standard (RFS) for 2016, which requires a greater amount of ethanol in the US gasoline pool, reducing demand for other high octane blendstock such as toluene and MX. However, most of the pressure is expected to come from increased imports of toluene, MX, and paraxylene....

AFPM says there are two major problems with the manner in which the EPA formulated the new standard. First, the EPA relied on data that was not available for public comment. Second, the EPA set cellulosic biofuel requirements using a methodology that is “shrouded in secrecy” and which overestimates the amount of cellulosic fuel that will be available for compliance. AFPM is also asking the court to force the EPA to put an end to the retroactive application of renewable fuel requirements....
